Helsinki, Finland.  The objective of Helsinki’s City government is to make Helsinki carbon-neutral by 2030.  This goal is intended to be achieved by reducing GHG emissions by 80%.  The remaining 20% will be compensated for by Helsinki taking care of implementing emissions reductions outside the city.  The City will also set a goal to attain carbon-zero status by 2040.  After that the goal will be a carbon-negative future.  Helsinki is a member of the Carbon Neutral Cities Alliance.
