Data. Define Carbon Neutrality (CN) for your city. CN in a general sense means having a balance between emitting greenhouse gases and absorbing greenhouse gases from the atmosphere in carbon sinks. Put another way, CN means that the GHG emissions associated with the activities that occur within the City’s local government area are equal to zero. To determine if the CN goal is being approached or met, the City should carry out a GHG emissions inventory in accordance with the Global Protocol for Community-Scale Greenhouse Gas Emissions Inventories. www.ghgprotocol.org.
